A school at Balnarring on my Mornington peninsula has a variety of these signs near the school. They are colour coded too. Red, green and yellow - appropriate to stopping times. I have not seen a blue one like this before.
Usually an expression we see at commuter stations instead of schools.

Hi Sally, it's a sign near a school meant for parents who bring their children by car, telling them not to stop too long but only for a goodbye-kiss.
